Roof leaks and insurance: what is covered — and what isn't?

Consequential damage versus cause, storm versus wear, the deductible and the claims process: how to handle an insurance claim for a roof leak.

With a roof leak, an insurer looks at two different things: the consequential damage and the cause. Buildings insurance usually covers the consequential damage of a leak — wet ceilings, damaged floors, ruined plasterwork — and often storm damage too. Repairing the roof itself generally falls outside cover when wear or overdue maintenance is the cause. That distinction explains why two neighbours with the same damp patch can end up with very different outcomes: at one house the storm knocked a tile away, at the other the lead flashing was simply worn out.

The line runs between a sudden event and gradual ageing. A storm that lifts tiles is sudden; a sealant joint that dries out over the years is not. Policies also differ in what exactly counts as a 'storm' and which conditions apply — check your own terms rather than relying on a rule of thumb. Watch out for creeping leaks too: a damp patch that grew slowly for months raises maintenance questions sooner than a ceiling soaked after one stormy night — so report quickly, even while the damage still looks small. In a rented home the roof is the landlord's responsibility anyway: report the leak in writing and claim damage to your own belongings through your contents insurance. In an apartment building the roof is almost always communal and repairs run via the HOA.

Mind the deductible too. Many policies carry one, and the amount differs per insurer and sometimes per cause of damage — you'll find it on your policy schedule. With small damage the deductible can sit close to the damage amount: a small emergency repair costs € 150-450, so work out whether claiming pays off in your case before you file.

The claims process itself is manageable. One: limit the consequential damage first — buckets under the leak, belongings out of the way, and with an active leak have an emergency seal placed. Insurers expect you to limit the damage where it is safe to do so, and the cost of such an emergency measure belongs in the claim. Two: take photos before cleaning up, of the damp patch indoors and (from the ground) of the roof. Three: report the damage as soon as possible and ask whether you may repair right away or whether an assessor comes first; many insurers have a claims app or an emergency line you can call outside office hours too — note down the claim number you are given. Four: keep all invoices and only dispose of damaged belongings after approval.

If the cause is unclear, the insurer will want to know where the water comes from. Professional detection with a diagnosis costs € 90-250; ask your insurer beforehand whether those costs are covered, because that differs per policy. Have the roofer put the identified cause on the invoice: that is your evidence towards the insurer — and at the same time your proof that the roof has been maintained.

If the insurer rejects the claim (in part), ask for the reasons in writing. If they cite 'overdue maintenance', your paper trail counts as counter-evidence: invoices from earlier roof checks and repairs show the roof was in fact kept up. If you cannot work it out together, first go through the insurer's internal complaints procedure; after that you can turn to Kifid, the Dutch complaints institute for financial services. It rarely gets that far: most disputes are not about whether there is damage, but about the cause — which is exactly why that invoice stating the cause is worth so much.

For the definitive repair, the usual rule applies afterwards: with non-urgent damage, compare multiple quotes and set them against the price index. And the cheapest insurance tip is not in your policy but on your roof: have it checked annually before the storm season. A roof without overdue maintenance is exactly the file in which a claim runs smoothly.
